A residence permit, also known as a foreign residence permit or residence certificate, is a document that grants foreigners the right to temporarily reside in Turkey for a period longer than the visa period granted to them.
As defined under Article 19 of the Law on Foreigners and International Protection No. 6458, “Foreigners who will stay in Turkey longer than the duration of their visa or visa exemption or more than ninety days must obtain a residence permit. A residence permit loses its validity if not used within six months.”
The following individuals are not granted a residence permit in Turkey:
- Those without a passport, a substitute document for a passport, a visa, or a residence or work permit, and those whose documents or permits are obtained through fraudulent means or found to be fake,
- Those without a passport or a substitute document for a passport valid for at least 60 days beyond the expiry of the visa, visa exemption, or residence permit,
- Those banned from entering Turkey,
- Those considered to be a threat to public order or public security,
- Those carrying diseases deemed to be a public health threat,
- Those accused or convicted of a crime or crimes that are grounds for extradition,
- Those without valid health insurance covering the duration of their stay,
- Those unable to justify the purpose of their entry, transit through, or stay in Turkey on valid grounds,
- Those without sufficient and regular financial means for the duration of their stay,
- Those who refuse to pay debts or fines arising from visa violations or previous residence permits.
