The provisions for the short-term residence permit are regulated under Articles 31 to 33 of the Law No. 6458 on Foreigners and International Protection. Additionally, Articles 28 and 29 of the Regulation on the Implementation of the Law on Foreigners and International Protection also govern the short-term residence permit.
Foreigners Eligible for a Short-Term Residence Permit:
- Foreigners coming for scientific research;
- Foreigners who own immovable property in Turkey;
- Foreigners who will establish commercial connections or set up a business;
- Foreigners who will participate in in-service training programs;
- Foreigners coming for education or similar purposes within the scope of agreements to which the Republic of Turkey is a party or student exchange programs;
- Foreigners who will stay for tourism purposes;
- Foreigners who will undergo treatment, provided they do not carry diseases deemed a threat to public health;
- Foreigners required to stay in Turkey based on requests or decisions of judicial or administrative authorities;
- Foreigners who will be transferred to a short-term residence permit upon losing the conditions for the family residence permit;
- Foreigners who will attend Turkish language courses;
- Foreigners who will attend education, research, internship, and courses in Turkey through public institutions;
- Foreigners who have completed higher education in Turkey and apply within six months from the date of graduation;
- Foreigners who will make investments of a specified scale and scope as determined by the Council of Ministers, along with their foreign spouse, minor or dependent foreign child;
- Citizens of the Turkish Republic of Northern Cyprus.
For How Many Years Can a Short-Term Residence Permit Be Issued?
Except for the foreigners mentioned in points 13 and 14 above, a short-term residence permit can be issued for a maximum of two years at a time. For the foreigners mentioned in point 13, a five-year short-term residence permit can be issued for themselves and their families if they intend to make investments in Turkey of an amount and scope determined by the Council of Ministers. Moreover, these investors can apply for Turkish citizenship or a long-term residence permit. Conditions for a Short-Term Residence Permit
For a short-term residence permit to be issued, foreigners must meet the conditions specified in Article 32 of the Law:
- To present supporting information and documents related to the purpose of stay in Turkey,
- Not to fall within the scope of Article 7 of the mentioned Law,
- To have suitable accommodation conditions according to general health and safety standards,
- If requested, to present a document issued by the competent authorities of the country of citizenship or legal residence showing the judicial record,
- To provide address information in Turkey.
Reasons for Rejection, Cancellation, or Non-Renewal of the Short-Term Residence Permit
- Failure to meet or loss of one or several conditions required for the short-term residence permit,
- Determination that the residence permit is used for purposes other than it was issued for,
- Existence of a valid deportation order or entry ban to Turkey,
- Violation related to the duration of stay abroad,
In these cases, the short-term residence permit will not be issued, if issued, it will be cancelled, and it will not be renewed upon expiration.
