Rights Provided by the Blue Card

According to Article 28 of the Turkish Citizenship Law No. 5901, there is a special arrangement regarding the status of those who have lost Turkish citizenship by obtaining a permit to renounce, including the rights and obligations granted to them.

Accordingly, those who lose Turkish citizenship by birth and their descendants up to the third degree (according to Article 28/4 of the Turkish Citizenship Law, the President can extend this degree), except for the following exceptions and reserving the rights related to national security and public order, will continue to benefit from the rights granted to Turkish Citizens as follows:

  • The right to vote and be elected,
  • The right to import vehicles or household goods duty-free,
  • The obligation to perform military service,
  • The right to hold a primary or permanent public service position based on a cadre and subject to public law regime. However, it should be emphasized that THEY CAN WORK AS WORKERS, TEMPORARY, OR CONTRACTUAL PERSONNEL IN PUBLIC INSTITUTIONS AND ORGANIZATIONS. This matter is regulated between Articles 28/1-3 of the Turkish Citizenship Law.

Moreover, it is regulated in Article 28/2 of the Turkish Citizenship Law that the acquired social security rights of these individuals will be preserved, and the use of these rights will be subject to the provisions of the relevant law.

Consequently, except for the exceptions mentioned above, those who renounce Turkish citizenship by using the permission to renounce and their descendants up to the third degree will continue to benefit from the rights granted to Turkish citizens as is.

However, it must be emphasized that DESCENDANTS WHO WILL BENEFIT FROM THESE RIGHTS MUST DOCUMENT THE LINEAGE WITH THEIR ASCENDANTS. This matter is stipulated in Article 28/5 of the Turkish Citizenship Law.

A Blue Card will be issued for individuals designated in Article 28 of the TVK (Turkish Citizenship Law), upon their request, indicating that they can benefit from the rights mentioned in this article, and its presentation will be sufficient for the exercise of the rights provided in this article. Consequently, individuals who have lost Turkish citizenship by obtaining a permission to renounce are referred to as Blue Card holders.
